Bloom Investment Counsel, Inc. is a Toronto-based bottom-up research and boutique investment firm. With 36 years of experience and over $2.5B of assets managed throughout the years, we believe that flexible, reliable cash flow is central to the success of any high impact strategy.
Paul has over 45 years’ experience as an investment analyst or investment manager, the last 36 of which as founder of Bloom Investment Counsel, Inc. From 1972 to 1985 he was an investment analyst and later the investment manager at Slater, Walker of Canada (later renamed Talcorp Limited).
On behalf of the firm Paul serves as Chief Investment Strategist in the management of client portfolios in the firm’s specialty investment area of North American dividend paying common stocks. This he undertakes taking a medium to longer term view of investment markets with an eye on underlying value.
Prior to commencing his Bay Street career Paul obtained a law degree in Britain, immigrating to Canada in 1971. With his wife, Judith, he raised two daughters, who like himself were taught the importance of investment at a young age. Gratifyingly this led to both daughters eventually making their careers in the Canadian investment industry. Paul is now attempting to instill similar values in his four teenage grandsons.
Believing strongly in the importance of giving back to the community Paul has devoted many years to assisting with and donating to various community charities, something taught to him by his parents and now passed on to his own family. Outside of work Paul loves to travel Canada and the world, learning considerably from these experiences both for work and social action.

You may have experienced situations where you’ve been promised a ‘cash flow for life’–only to find out that it’s merely your own capital that is being returned, with little else to show for your investment efforts. At Bloom, we take a different approach—an active approach. We are proud to offer our valued clients cash flow by establishing income streams through a variety of equities, with our pillar ideology rooted in allocating capital to dividend-paying and dividend-growing stocks to ensure our clients’ money is working for them, and not the other way around.
